That is exactly the case, there is enormous talent in Europe in terms of technology but its being bled dry quickly by the US military/industrial complex with its influence on US government policy blocking energy to Europe, producing incentives to get European manufacturers to move to the US and draining the talent pool from Europe with jobs in the US.
With Europe's dependence for security on the US, they are waging an economic war against Europe that will turn it into a 3rd world set of countries. The real solution is for Europe to stand on its own and get on with the Russians who would like to be part of Europe. They have the resources, the military grunt for defence, massive land area and the desire to be European.
It needs to be remembered that Russia is not the old Soviet Union and few real communists remain. If most can forget about the mess that Hitler made of Germany, most could also forget the mess that Stain made of the old Soviet.

From my point of view, the ideal would be to form a federal EU, where each country could develop and compete according to its strengths, and, at the same time, form part of a whole, like the US. The world seems to revolve around great political and economic axes. Too bad that the EU has been left under a myriad of unscrupulous corrupt politicians, bowing down to globalism, excessive bureaucracy and, in the end, serving foreign interests.
Regarding EU+Russia it would be fantastic, a win-win for both sides. In case Russia does not want to join the EU, which might be understandable given recent events, there are various integration formulas that could be adapted. There are countries that are part of the EU, but with their own currency, like Denmark, or that are not part of the Schengen area, like Ireland.
What Europe might have been if it had not fallen under the rule of Soros' lackeys.
