TweakUi in powertoys can do that as well as change default locations for other things.

 That's need to do in MS IE, and on Win8 look it on desktop, other way really not works - but, so is.

you can do it by changing some things in the registry
well - i know you can change the location of the My Documents folder
the My Pictures folder may have to be a subfolder of that

rather than dickin around in the registry, it may be best to use a tool like tweekui or similar
however, i have found that you can make a fine mess with that program, as well - lol
use it to do the one thing you want to do, and ignore all the other buttons   :P

I always hated those My Pictures folders, etc. spread out all over like those index.dat ones.

I have even found them as a sub folder off my source directory. ??
