  1.txt is a WideChar text file

No char above "z". Saying this is codepage 1251 or 437 or 1252 is nonsense. Study the basics before you post your "belief" or "opinion".

@learn64bit: The "Encodings Conveter" pictured in #14 looks like the patched/modified "notepad.exe" described here:
https://masm32.com/board/index.php?msg=114195 Are you sure it is giving you the correct output?
It could be misleading you.
You might want to check the results  against another (unmodified) commercial program.
