Title: If $Bitmap got corrupted

How does the o.s. protect the  NTFS system files ?

I see the $Bitmap being moved around by defrag programs.

So if you had a power outage during that process, would you be in a world of hurt ?

any decent defragger writes data to a new place, then points to it
in other words, it is likely that it would survive a crash because the old data has not been overwritten yet
