I found out last week that you can get a ticket in Houston, Texas if you sit on a sidewalk. ?

Obstructing a public thoroughfare I presume?  Basically the same thing as just randomly stopping your car in the middle of the road to block traffic.

Governments are good at punishing but not so good at helping. Worse, as in this case, they made laws that prevent private citizens from helping.

If the problem was the area, the mayor could have offered an alternative area. The city has places they are not using. But as a typical bureaucrat, instead of finding a solution he finds faults and offers punishment. He claims that feeding the homeless only helps keeping them being homeless. He is right, but the solution is either to find them a home and a job or letting them die. Since the city is neither finding them a home nor a job, it follows that they want the homeless dead.

BTW: This is yet another proof that Karma does not exist. If Karma existed this Mayor would go homeless and have no way to feeding himself.
