Here sqlite3.lib for that dll, if you need it.

Thanks, I got it also from the file :

https://www.sqlite.org/2015/sqlite-dll-win32-x86-3090200.zip

I modified the def file and def2lib processed it without any problem. Attached is the def file and the import library.
