I remember a project that is tasm/masm/nasm compatible, but has not been tested on ms-dos, maybe you can try.
Appears to me that this project is freezed, not sure.

Checking the site of PopAsm, they don't provide any download for this tool.

try the link below; I was not able to compile it because I'm not good with C, the only language that I learned alone was assembly.
The author does not updated that page posted before, tarball.
