Title: Offline windows complete Dictionary

As Indians we are accustomed to use our native languages but
English has became a NECESSITY for everyone else in this world these days. I don't know why I can't talk much English but write and type English that too using few words. Anyone else please recommend me a complete offline windows English-English dictionaries so that I can communicate well with foreigners in this
Forum. Also please recommend me a complete offline windows
Computer science & Electronics terminology dictionary if it is existing.
