I want to make a project to inflate tar bz2 files.
Is it possible?

You can use 7-Zip, a very good and free tool to decompress .tar files :

Other people's projects are very hard for me to understand. When I expand these files they turn into all this junk that is very hard for me to put together into a working application.

7-Zip is not harder than WinRAR. Just try it. It has a lot of nice features.

7-zip sounds like a portal to better files that I doubt I'll ever need anytime soon.
