Version 2 of Audio compression app sshrink

As I had most of it up and working, it may as well be useful on the wide range of audio files so it now supports either a default 16k or a user defined value from 8k to 320k. The default 16k works OK on speech files and by picking a higher bitrate, it works fine on quality audio files. You can take a 320k audio file and compress it down to 128k and its hard to tell the difference if any.

The help file is an MP3 file compressed with sshrink.

Written in PBCC 6 but it builds slightly larger with PBCC 5.

NOTE that ffmpeg will not accept file names with spaces so you will have to rename files with spaces.
