The MSYS2 group
actively develop mingw64/mingw32/ucrt64 and clang packages. And I also use them. I don't know what happened to old mingw.org but there is a thread about it:
Does anybody know the status of www.mingw.org?

@HSE, I have already answered my own question in my thread
BTW: The link you shared only provides 32bit and gcc version 9.2.0, but MSYS2 provides both 32 and 64bit and latest gcc version
