Yes, unfortunately there is always another idiot who ruins things for the rest. For many an exploration of a site like Machu Picchu would be a lifetime achievement but with the suggestion that it will now only be under guided tours for limited time periods to prevent nudity tours spoils it for the rest.
Maybe they could start trying to do nude tours of Jordan or Algeria and see what the results are.
