Not directly, it is designed to install on a local partition of a hard disk. If you install it on an existing hard disk, you can then copy it to a USB thumb drive as long as you maintain the same root directory structure.
If your USB drive id h: then you must copy the masm32 installation to the drive so that its path is h:\masm32. If you fail to do this it will not work.
