NASA has forgotten how to communicate with their ICE satellite... and it seems we have one or two Daves here who could help them

ICE is returning to Earth

When it comes back to Earth, it would be possible to recapture it into a halo orbit (that is, an orbit at the L1 point). But to do that, we'll have to reestablish regular communications with, and control of, the spacecraft.

A big question is whether we even still know how to communicate with the spacecraft. It was built in the 1970s, at the same time as the Voyagers. But we've been in continuous communication with the Voyagers since their launch; the same isn't true of ICE. So the first step is for a team at Goddard Space Flight Center to research that question. Can we figure out how to talk to ICE? What will those communications cost?

Indeed

IKON, an obsolete Soviet communications satellite is about to fall out of orbit, and NASA is instructed, for political reasons, to capture it, rather than allow it to crash. The on board systems respond, but are so archaic that nobody at NASA understands them.

so, here is my proposal: Ask Saul Rubinek.

Saul Rubinek as Artie Nielsen is the Special Agent in Charge at Warehouse 13. A former cryptographer and codebreaker for the NSA, he has spent over 30 years at the Warehouse and is very knowledgeable about artifacts, both in the Warehouse and out in the world. That sounds reasonable.
