Big Satellite dish problem

I am not electronically orientated.
Think one on here might be able to help me solve my problem.
There are no big dish techs within hundreds of miles of me.

I need to buy an 18/13v meter to test the horizontal and vertical
polarity. I think the horizontal part of the C-band LNBF has failed.
I have looked at the profusion of meters on the internet and they
seem to be for finding satellites on the arc. This not not what I need.
I should be able to find one for less than $20.
If you know what I need, I need the name and model and where I can get it.
