Jim,

I can get the bounce effect with Win10 but not the change in the window size, I am getting hit with an update a day so they may have fixed that one. I found another, if I resize an app window from the top of the titlebar it sometimes locks up if I do it fast.

Found it after many hours of searching---

Open up the Control Panel, then the Ease of Access Center. Click on the section called Make the mouse easier to use and check the box next to Prevent windows from being automatically arranged when moved to the edge of the screen.

I use this setting so apps don't automatically maximize when I drag them to the top of the screen, I find that most annoying.

With this option set, you will see the behavior I described where each time you drag the window up it gets shorter.

This is a windows problem and it took a fair bit of code to get it to behave, code which I doubt anyone else would bother with.
