Direct3D7 - invocation example

Does anybody have a small sample of both windowed and full screen invocation of Direct3D7?
I'm trying to close the gaps in my library so I can go in several directions at once to try and solve a speed problem.
Forgive my googley-eyedness...

Here I maxed out the Gfx Capability, I'd like to see the FPS on your machine. I used OpenGL for this. On Mine it only 25 FPS, my Gfx is a slow one.

Attempted...  It could not find the library and crashed.  I hexed'd and made the D:\fGESrc_J2012\PlaneGame2\Lib dir and we still went down in flames...
I now possess the DX7SDK if anybody's interested it's about 256MB.  I used to have it long ago, but didn't keep it because I didn't know how important it would be later on in life...

Ouch, I had bad luck. Did you install the MSVC library? Or the .net framework? I think I put a wrong library version there.

Actually, believe it or not...   I don't.

What I'm working with is a medical computer for a very talented, but learning disabled individual.
I don't think we can install those frameworks at this time.  They clutter the system up and make it instable.
